Sutter County Agricultural Commissioner and Sealer of Weights and Measures Lisa Herbert will retire September 4, 2026, concluding a 28-year career with Sutter County and a decade of service as the County’s Agricultural Commissioner and Sealer of Weights and Measures.
Herbert was appointed to lead the Agricultural Commissioner’s Office in February 2016, becoming the first woman to serve as Sutter County’s Agricultural Commissioner. She began her County career on April 1, 1998, as an agricultural standards biologist and steadily advanced through the department, serving as a supervising agricultural standards biologist and later as assistant director of weights and measures before being appointed Agricultural Commissioner.
A graduate of Live Oak High School, Herbert attended Yuba College before earning a Bachelor of Arts degree in environmental studies from California State University, Sacramento, in 1995.
During her tenure as Agricultural Commissioner, Herbert played a leadership role both locally and statewide. She served in several leadership positions with the California Agricultural Commissioners and Sealers Association (CACASA), including secretary, vice president of agriculture, president-elect and president in 2023-24. She also participated in five Washington, D.C., delegation trips advocating on behalf of California agriculture.
Herbert’s service also included committee roles with the Yuba-Sutter Farm Bureau and participation in several state-level agricultural policy and advisory groups, including the California Department of Food and Agriculture’s Market Enforcement Committee and California Department of Pesticide Regulation's Sustainable Pest Management Work Group.
Throughout her career, Herbert emphasized collaboration and strong relationships with the agricultural community.
“One of the most meaningful parts of my career has been building strong relationships locally with growers and the Yuba-Sutter Farm Bureau, as well as developing lasting collaborations and partnerships with fellow department heads, dedicated staff across the organization, and the exceptional team within my own department,” Herbert said. “These relationships have been essential to advancing, protecting and supporting our agricultural community, and I am deeply grateful for the trust, cooperation and friendships that have developed along the way.”
On August 25, the Sutter County Board of Supervisors appointed Herbert’s current assistant, Nicolas Oliver, to serve as Interim Agricultural Commissioner and Sealer of Weights and Measures following her retirement. Oliver will lead the department while the County conducts a search for a permanent successor. Building on the foundation established by Herbert, Oliver said his focus will be on maintaining continuity for the department, its staff and the agricultural community it serves.
“Lisa’s career has been defined by a deep commitment to public service and to California agriculture," Oliver said. "She has built strong relationships with our local agricultural community and partners throughout the region, while also bringing that local perspective to statewide issues through her work with CACASA, including her service as president. Those connections and her willingness to lead have benefited not only Sutter County, but agricultural programs across California. We are grateful for her many years of dedicated service and the legacy she leaves behind.”
Herbert’s retirement marks the end of a distinguished career dedicated to protecting Sutter County’s agricultural industry, supporting local growers and serving the community.
“Lisa has dedicated nearly three decades to serving Sutter County and its agricultural community,” said Sutter County Board of Supervisors Chairman Mike Ziegenmeyer. “Her leadership, knowledge and commitment have made a lasting impact on our County, and we are grateful for the many ways she has represented Sutter County agriculture and strengthened relationships throughout the region and state. We wish Lisa all the best in her retirement and are confident Nicolas will provide strong leadership and continuity for the department during this transition.”
